The expansion of the bioeconomy as a new driving force for development in the Amazon requires technical, legal and business leadership from a controlling and enabling entity, integrating various actors and programs.

Given the complex challenge of starting up a “disruptive” bioeconomy, the designation of an institutional “driving role” and specialized governance seems indispensable. To this end, we propose the creation of an Amazonian Bioeconomics Authority, with the following attributions, among others:

• Competence and authority in quality assurance and social and legal safeguards.
• A knowledge center capable of linking and promoting research programs across a range of public and private institutions and programs would support and encourage new “4.0” state-of-the-art research and capacity-building laboratories / Creative Laboratories of the Amazon.
• Public-private cooperation for product R&D, sustainable entrepreneurship and market penetration.
• Growth and professionalization of small and medium enterprises oversee the Rainforest Business School system.
• Bioeconomics Fund, providing technical and financial support and possibly also special incentives in the form of public and private investments.
